Calculation Methodology & Rounding Standards

Our calculation methodology documents every formula, rounding convention, and regulatory benchmark implemented across our tools. We follow US Department of Labor Fair Labor Standards Act (FLSA) decimalization guidelines, ISO 8601 time standards, and IRS tax publication rules.

Rigorous Standards for Time Mathematics

Accuracy in time conversion is not merely an academic exercise—it directly impacts employee paychecks, legal wage compliance, client invoicing transparency, and corporate overhead.

This methodology document records the exact mathematical equations, rounding algorithms, and statutory guidelines that power every calculator on Time to Decimal Calc.

1. Time to Decimal Conversion Formulas

Standard time operates in a sexagesimal (base-60) numerical system, while financial software and currency ledgers operate in base-10 decimals.

The mathematical conversion formula is:

Decimal Hours Formula: Decimal Hours = Hours + (Minutes ÷ 60) + (Seconds ÷ 3,600)

Rounding Precision Standards

  • Two Decimals (Hundredths): Used for standard consumer payroll (e.g. 10 min = 0.17 hrs).
  • Three Decimals (Thousandths): Used in transportation logbooks (e.g. 10 min = 0.167 hrs).
  • Four Decimals: High-precision engineering baseline (e.g. 10 min = 0.1667 hrs).

2. Reverse Decimal to Time Equations

To convert decimal hours back into standard clock hours and minutes:

Whole Hours: Math.floor(Decimal Hours) Fractional Remainder: Decimal Hours − Whole Hours Minutes: Math.round(Fractional Remainder × 60)

If fractional seconds are tracked:

Seconds: Math.round(((Fractional Remainder × 60) − Minutes) × 60)

3. Fair Labor Standards Act (FLSA) Overtime Rules

Under Section 7(a) of the Fair Labor Standards Act (29 U.S.C. § 207):

  • Overtime must be paid at a rate not less than one and one-half times the employee regular rate of pay for all hours worked in excess of 40 in a single workweek.
  • A workweek is defined as 7 consecutive 24-hour periods (168 consecutive hours).
  • No Averaging: Employers cannot average hours across multiple weeks in a biweekly pay period. Each week must stand alone.

4. The 7-Minute Quarter-Hour Rounding Rule

The Code of Federal Regulations (29 C.F.R. § 785.48(b)) permits employers to round employee punch times to the nearest 5, 10, or 15 minutes:

  • 1 – 7 minutes past the quarter hour: Rounds backward to the previous 15-minute mark.
  • 8 – 14 minutes past the quarter hour: Rounds forward to the next 15-minute mark.
  • Neutrality Requirement: The rounding policy must be applied symmetrically so that over time it does not fail to compensate workers for all hours worked.

5. Military Time (24-Hour Clock) Algorithms

Military time runs from 0000 to 2359 without colons or AM/PM suffixes:

  • For hours 0000 to 1159: The military hour corresponds directly to morning AM time (with 0000 = 12:00 AM).
  • For hours 1200 to 1259: Corresponds to midday PM time (12:00 PM).
  • For hours 1300 to 2359: Subtract 12 from the hours to determine standard PM time (Hour - 12 = PM Hour).

6. Overtime Tax Deduction Architecture (IRS FS-2026-13)

Our No Tax on Overtime Calculator adheres strictly to IRS Fact Sheet FS-2026-13:

  • The deduction applies strictly to the premium portion (0.5×) of FLSA-qualified overtime pay.
  • Statutory caps: $12,500 for Single/HOH, $25,000 for Married Filing Jointly.
  • Phase-out: Begins at $150,000 MAGI (Single) and $300,000 MAGI (Joint), reducing the cap by 5% of excess income.
  • Reported on Form W-2 Box 12 under Code TT and claimed on Form 1040 Schedule 1-A.

FAQ

Frequently Asked Questions

Quick answers to common questions about calculations, rounding, and payroll compliance.

What rounding rules are used for decimal time?
By default, decimal hours are calculated to four internal decimal places and rounded to two decimal places (hundredths of an hour, e.g. 0.25, 0.33, 0.50) to match standard corporate payroll software.
What is the FLSA 7-minute rounding rule?
The US Fair Labor Standards Act allows employers to round employee punch times to the nearest quarter hour (15 minutes). Minutes 1 through 7 round down, while minutes 8 through 14 round up.
How are overnight shifts calculated across midnight?
When a shift ends on the day following the start time, our calculators add 1,440 minutes (24 hours) to the end timestamp before calculating elapsed duration.
How is overtime calculated for payroll?
Overtime is calculated on a single 7-day workweek basis. Any total working hours exceeding 40 hours in that 168-hour window are multiplied by 1.5 times the regular hourly rate.
Are calculations performed on a server or in my browser?
All calculations run 100% on the client side in your web browser. No timesheet data or wage figures are ever transmitted across a network or stored on a server.
Where do the No Tax on Overtime figures originate?
Our tax deduction tool is based on IRS Fact Sheet FS-2026-13 and instructions for Form 1040 Schedule 1-A (verified August 2026).
